The Latics rejected four bids from the Blues for their highly-rated star.
But a fifth, believed to be in the region of £9million, has been accepted and the player has been given permission to talk to Chelsea.
Wigan midfielder James McArthur tweeted: "Looks like VIctor is away to Chelsea, he will be missed but great opportunity for him and wish him the best of luck."
Moses joined Wigan from Crystal Palace on a 3½-year deal midway through the 2009-10 season for £2.5m.
